Carlos Sainz has accused Mercedes of being responsible for the disastrous 2026 Formula 1 technical regulations, claiming that the problems now seen on track were foreseeable and should never have been allowed to happen. The Spanish driver's comments come after a particularly difficult qualifying session at Spa-Francorchamps, where the energy management limitations of the new hybrid power units were exposed in the most dramatic fashion.

The 2026 regulations introduced a new generation of power units that split power output evenly between the internal combustion engine and the electric motor. In theory, this was designed to promote sustainability and open up new strategic opportunities. In practice, however, the energy recovery and deployment systems have proven incapable of sustaining full power through long straights and high-speed corners. The result is a car that feels flat and unpredictable, forcing drivers to lift off or even downshift before the end of a straight to manage battery charge.

At Spa, the issue was most visible on the run down to Blanchimont, where cars lose up to 50 km/h when the electrical boost runs out. The famous Pouhon double-left, once taken flat out at high speed, now sees drivers go through with significantly less velocity. The contrast with the previous generation of cars, which were widely praised for their grip and power delivery, could not be starker.

A Pattern of Warnings Ignored

Sainz did not name Mercedes directly, but his target was clear. He referred to the public exchanges between Christian Horner and Toto Wolff in 2023, when the Red Bull boss warned that the regulations would create a "technical Frankenstein" requiring extreme aerodynamic corrections. Wolff dismissed those concerns, accusing Horner of trying to sabotage the rules because his own engine program was struggling. Now, with the cars on track and failing to deliver the promised spectacle, those warnings look prescient.

"Those who saw the simulations in 2022 and 2023, and looked at them wondering how we could accept this, need to review what happened, because it should never have happened," Sainz said after qualifying. He emphasized that the responsibility lies with those who had the power to change course but chose not to. "It's simple: go back and read the exchanges between the two rivals of the time, and you have the whole story."

The implication is that Mercedes, as the dominant engine manufacturer at the time and a key player in shaping the regulations, pushed through a system that served its own interests but ultimately damaged the sport. Toto Wolff had stated categorically in July 2023: "It won't happen. Do you really think we are not innovative enough to design chassis and engine rules that prevent drivers from downshifting on the straight?" That confidence now appears to have been misplaced.

Verstappen and Hamilton Join the Criticism

Sainz is not alone in his assessment. Max Verstappen had already sounded the alarm two years ago after testing the 2026 concept in the simulator. He called the behavior "catastrophic," predicting that drivers would be forced to downshift on straights like Monza just to maintain momentum. He also warned that the active aerodynamics system, which controls drag and downforce automatically, would strip drivers of control and make overtaking even harder. His words were largely ignored at the time.

Lewis Hamilton, who was present during the media session, supported Sainz's view. "The behavior is simply not good on the straights, while the cars are excellent in corners. It's just that in a straight line, it's not pleasant," Hamilton said. "I'm almost certain we saw it immediately. I don't know who made the decision, but whoever it was, they still have their job." That last comment underscores a growing frustration among drivers that those responsible for the regulatory failure have not been held accountable.

The Technical Root of the Problem

Understanding the failure requires a look at the energy management system. The 2026 power unit relies heavily on the MGU-K (motor generator unit-kinetic) to provide power, but the battery capacity and recovery limits were set too low. The FIA has already made emergency adjustments after the Miami Grand Prix, limiting energy recovery and increasing power availability via a "super-clipping" mode. But these patches have not solved the core issue, especially on fast circuits like Silverstone and Spa where high-speed corners and long straights drain the battery quickly.

The regulations also mandated a 50-50 split between thermal and electric power, but without sufficient energy storage or recovery capability, the electric side cannot sustain its share. The result is a car that feels like it runs out of breath halfway down a straight, forcing drivers to lift or drop a gear just to keep the battery from depleting completely. This not only reduces lap times but also makes the cars harder to drive and less enjoyable for the pilots.

Christian Horner had warned precisely about this: "It might be necessary to act urgently on the ratio between thermal and electrical power. This is the creation of a technical Frankenstein requiring extreme aerodynamic tricks to compensate. And the cars don't have enough energy." His counterargument from Wolff at the time was that Horner was simply trying to sabotage Mercedes' engine advantage. Now that the season is underway, the evidence on track supports Horner's concerns.

The Impact on Racing and Driver Experience

The energy management issue has fundamentally altered the racing experience. Drivers report that qualifying laps no longer provide the same thrill because the power delivery is inconsistent. The need to constantly monitor battery levels and adjust driving style takes away from the pure attacking mentality that defined previous generations. Sainz said: "I think nobody on track enjoyed a qualifying lap as much as we could last year. I think it's clear that we have lost a lot with these cars at Spa."

Moreover, the active aerodynamics system, which automatically reduces drag on straights and increases downforce in corners, has removed a layer of driver control. Verstappen had argued that drivers should have manual control over such systems, as it makes the car more predictable and allows for overtaking maneuvers. The current setup, he said, makes the car "very tricky to drive because I prefer to have control."

The weight reduction promised by the new regulations also fell short. Despite efforts to make cars lighter, the 2026 machines are only marginally lighter than their predecessors, negating potential gains in agility and tire wear. Combined with the energy issues, the cars are not delivering the step forward that fans and drivers expected.

Sainz remains cautious about overly criticizing the sport, but he insists that lessons must be learned. "That said, I don't want to keep putting down my own sport, because that won't bring anything positive. I think we all know that it's not enough." He hopes that the FIA and engine manufacturers will continue to refine the regulations, with 2027 bringing more significant changes. "It has to change. It will evolve. Yes, I hope next year will be another step in the right direction, and the year after that will bring further improvement."

The situation at Spa has reignited the debate over the direction of Formula 1. While the sport's leadership has promised to address the issues, the fact that such fundamental problems were identified years ago and allowed to proceed suggests deeper flaws in the regulatory process. The role of Mercedes in shaping the 2026 rules, and the dismissal of early warnings from rivals, have left a bitter taste. As Hamilton said, the person who made the final decision still holds his job. Whether that remains the case after this weekend remains to be seen.
